What does integrate GML data into a WMS service mean? Can't you just use the GeoServer WFS to serve the GML that matches the WMS layer? I haven't been following INSPIRE closely but some smart people were advising them so I'm guessing that there is no requirement that can't be met with pretty standard software stacks.
