General tips:
1) If you're not using a recent nightly build, set GEOSERVER_DATA_DIR in
web.xml
2) geowebcache.xml should be found as
${GEOSERVER_DATA_DIR}/gwc/geowebcache.xml
3) Make sure geowebcache.xml validates against the XSD. You can use a
tool like xmllint , or an online service able to fetch external XSDs
4) Pay attention to geoserver.log / catalina.out during startup, that's
where it'll complain about problems. Including whether it found
geowebcache.xml
