I suspect it has something to do with how other distros or upstream packages texlive, or the fact that if you make it infinitely configurable then you will have a whole mess of USE. Now, looking at the texlive ebuild, I think those are the only ones that stands out as can possibly belong to their own categories. I can't really imagine anything really depending on beamer...
