Apparently you didn't have the bash-completion enabled on those packages when you installed them. Look at the output of `emerge -pv app-editors/vim` and you will be able to see if reinstalling the package causes the flag to change state. The symbols in the USE flag display are documented with the --verbose option in `man emerge`.
