To head off the "usual suspects", here's some packages that I do have 
installed, that are probably responsible for sieve support in kmail:

[I] kde-base/libksieve
     Available versions:  (3.5)  3.5.0 (~)3.5.6

At this point, I'm thinking I may have run into a bug.
