That's true. For that you have to resort to the gentoo-dev@ archives. Probably
the reason is that the current implementation (namely
/usr/portage/profiles/base/profile.bashrc) isn't what most people would refer
to as a proper solution to bug #44796 which remains open...

As I've explained before on this list it only works for the bash side of
portage. It's equivalent to putting a conditional in /etc/portage/bashrc.
