I think you're missing an atom in there. The correct command, unless I've mistaken your intent, is:
# echo 'app-portage/eix ~x86' >> /etc/portage/package.keywords(that is, assuming your arch is x86; sub your own arch as necessary). I'm surprised Portage didn't complain about the incomplete line when you tried to emerge it.
