Did you run etc-update? Make sure /etc/X11/xdm/Xservers says vt7 at the end. Try changing XSTATICVT in /etc/conf.d/xdm if you already have the vt7 set in Xservers.

On the side, is it possible to customize the appearance of XDM (I know I can for GDM)?

Yeah it uses the fun Xresources stuff. You should be able to configure for your system in e.g. /etc/X11/app-defaults/xdm. See the xdm man page for details.
