Of course you can, run each emerge in a different shell.

kde-base/kde is a meta-package, it doesn't contain anything itself, just
a bunch of dependencies for the KDE monolithic packages. unmerging it
doesn't remove any files.

Yes, although it should really be emerge --unmerge.
