I think the OP's point is that although the latest kde that is marked "stable' by gentoo is 3.4.1, the kde group in fact have released (and therefore consider stable) version 3.4.3. And the reason for that is that it takes some time for the gentoo build system for kde to be considered stable. In other words after kde.org (or any other software writer) releases a new version, it takes some time for the gentoo devs to make sure it is working ok before they release it on the masses of gentoo users who rely on the devs to keep their systems stable.
