How long ago was that? If it was in the VGA era, maybe the analog circuits
weren’t good enough and produced a bad signal.

In Europe, I think many CRTs were 50Hz. Basically, you need at least 24Hz to fool the eye that it's a moving picture. And if I'm correct (I never really dug into that), it's clearly something to do with the frequency of the AC supplying the monitor.

I know that has a whole series of weird effects that are "oh THAT'S why" when it's pointed out.
