There is a GCC upgrade guide in the gentoo pages. It starts with upgrading the toolchain. Then doing an 'emerge -e @world'. If you want to make sure everything is installed using that. This would be the safest method. Specifying all these packages manually makes the dependency checks for portage difficult.
