CONFIG_BLK_DEV_PIIX, as Christoph suggested (I saw you took his other suggestion of removing CONFIG_IDE_GENERIC)?
I knew from the begining that it has to be CONFIG_BLK_DEV_PIIX, coz nothing, else seem to fit. But I was always including CONFIG_IDE_GENERIC (in my short adventure with linux:) and I didn't notice any difference till now.
