This doesn't look right. layman has never installed overlays in that location 
for me.

Does this file exist on your system? Please post

cat /etc/portage/packages.keywords/enlightenment


There are only two reasons portage will not emerge e17 for you:

- you do not have an ebuild for it
- it is masked and you have not unmasked it
