Again: su is not sudo. sudo provides similar functionality, but in a 
slightly different way. If you want to use sudo, you'll have to 
edit /etc/sudoers.

Did you install shadow with pam support? If yes, check /etc/pam.d/su. It has 
some commented lines which, when uncommented, remove some restrictions.
