Thanks Scott. It turns out that, even though the USE flags are still there, the output plugins have been taken out of the xmms ebuild. The arts plugin I had was a leftover from a previous ebuild that didn't get removed for some reason. The alsa plugin is now an ebuild called xmms-alsa.
