To use the soundcard you have to be in the "sound" group in the default gentoo setup. The easiest would be to make a "sound1" group and put the second sound card in that group (cleaner solution: two groups sound1/sound2), then put each user in only one of the groups. What you need to modify to change the permissions of the devices depends on your device management (devfs/udev/none). Devfs and udev pretty much set the permissions everytime on boot.
