It's the other way round, --newuse with -e is pointless, as -e re-emerges everything anyway. --newuse re-emerges packages that have had a change of USE flags since they were previously merged. Does /dev/lp0 still exist? What error message do you get when you use lpr? What did you emerge? genlop -l will tell you this (you may need to emerge genlop).
