I see it's set default, so this is unlikely to be the problem, but I can't think of anything else.

Definitely. The mirrors are listed at <http://www.gentoo.org/main/en/mirrors.xml> - you can just copy & paste the link's URLs into make.conf's GENTOO_MIRRORS line. However again I'm not sure that you'll see much difference, as your email domainname seems to indicate you're in the USA, not *too* far (as the fibre-optic cable lies) from Gentoo's main hosting site in Washington State.
So I would be inclined to take a closer look at your firewall, and also consider checking wget's proxy settings. See if wget has a verbose mode you can run it in whilst downloading a tarball from a Gentoo mirror - this may help you debug.
