If its mandatory, it must say "MUST" not "SHOULD", SHOULD is a
suggestion, following a suggestion with an imperative just adds
predictable confusion.

Either fix the "should", or drop the "DO NOT SKIP".

Otherwise you're just giving mixed messages.
