This account is used by sys-apps/dbus. I picked 101 because it is the ID that enewuser happened to assign on my system 10+ years ago. It also happens to land right next to another freedesktop project polkitd/102.
Other distros name the account differently (dbus), and use an ID that conflicts with a previous Gentoo assignment (81/apache).
