Maybe a GLEP with the contents of your first mail? If there's consensus
for the premise and the implementation, it's easy to add the variables.
Then it's only a matter of updating ebuilds.

Since the change is essentially a no-op for Gentoo, I don't think it
will be hard to get maintainers to accept the changes. We do however
have to worry about editing stable ebuilds in-place, and maintainers who
are picky about their packages being modified.

You may wind up having to file bugs for a lot of packages that need a
new revision.
