I was thinking about same/similar thing: displaying USE flags masked in general and USE flags masked for stable differently. I'd in fact opt for ~(-foo) in this case, to indicate that the flag is masked "()", that it is disabled "-", and that it's only for stable "~". Note that then we can indicate stable forced flags (if any, I don't know atm if it's even possible) with ~(foo). > 2.
