Yes, and i think that it was done for a reason. But nobody stops you from requesting temporarily voice on #gentoo-dev and when you contributions will be marked as significant - gentoo/contributor cloak, that will give you permanent voice in #gentoo-dev. You should understand that #gentoo-dev is channel for developer's communication primarily and it is not so restricted, as you think.
