  Question... does it have to be an initramfs, or can the vast majority
of simple cases be handled by a simple initscript in /bin or /sbin that
mounts /usr, and does whatever else is required, before handing off
control to /sbin/init.

  I've migrated to mdev, so I won't be seeing this problem, but a simple
solution that works for 95% of users might be the way to go.  For the
more complex situations, an initramfs will be necessary.
