He did and this means, that while it would be ok to have patchsets or smaller tarballs in your homedir, this is no longer ok for big tarballs or many bigger tarballs (e.g. proper tarball for upstream sources or many tarballs due to many upstream releases), so homedir on dev.gentoo.org cannot be the only answer. This means, that the space for dev-created tarballs should be ready before we can deprecate direct uploads to our mirrors via mirror://gentoo.
