There are/have been a few other packages where we require each user to fetch the source individually, and I think that is the main issue here, too. Each user must be aware of the license because of some restrictions on repackaging or redistribution. We do not distribute the package at all --- we provide a means to build it and install it (when we require the user to fetch the source). At one time, at least, the sun java distribution was like this, and as I said, I think there are others.
