Of course. I didn't question the dump and reload cycle. Just saying you have 
to use the dump utility of the old version is not correct and goes against 
the recommendations of the PostgreSQL developers. Also the annoying 
pkg_setup() error && die stuff in the existing ebuilds has always been 
superfluous.
