So, short explanation for this patch series but with more words than terse git
summaries (it was already late yesterday).

Instead of only eqawarning that there is *some* file with a too low
cmake_minimum_required version, cmake.eclass will now print file listings of
all the CMakeLists.txt it found, and the detected version next to it. It will
do so in separate sections per _CMAKE_MINREQVER_* warning level, of which
there are going to be 3 after this patch series (read further below).

In another change, no more passing of CMAKE_POLICY_VERSION_MINIMUM=3.5 when
CMAKE_QA_COMPAT_SKIP was set. Otherwise, real failures may remain undetected.

New QA notice for build systems with <3.10 values defined in
cmake_minimum_required, to be ahead for the next time a CMake release is
dropping support for too old minimums. 3.10 was not picked arbitrarily, as
CMake 4.0 already throws a warning then.

New QA notice for <3.16 minimums in build systems using ECM (extra-cmake-
modules), which mostly concerns KDE but also several third party packages.
Again, ECM has been warning in such cases since ECM 5.100, which was released
in Nov 2022, so it is high time that revdep build systems are getting ready (I
don't expect many warnings there).

While at it, cmake.eclass is now trying to detect use of ECM via find_package,
so it does not rely on your ebuild inheriting ecm.eclass, which will be the
right thing to do most of the time, except maybe not with very minimal use -
but at least gentoo_common_config.cmake will then adjust for ECM settings too.
