related to establishing a new project.

As we are gearing up to begin shipping official WSL images on supported arches, it seems to make sense to create a project to give the relevant code a (relatively) bus-proof owner, provide a PoC for WSL-specific issues and development, and give WSL-specific bugs somewhere to be assigned.
