This I don't know. Perhaps this would be a feature enhancement. CC's do however have one other property that distinguishes them from votes. People who are cc-ed to a bug must accept getting mail on it. Votes can be cast and forgotten about. CC's keep asking for attention. You don't add a cc unless you're interested.
