There is nowhere else to put it. It was suggested on bugs to put a new directory in $PORTDIR/metadata/desc/ and have the $USE_EXPAND.desc files in there for portage/repoman to read in. I don't have a problem with doing that but would like feedback on it before jumping right in. Obviously the QA team should be aware of the issue with USE_EXPAND and IUSE.
