What about xinetd?  The same thing is happening there.  I have some
files in /etc/xinetd.d but I do not use xinetd.

I don't really like the install_mask idea for this because you can't set
that on a per-package basis that I am aware of, and we have several
packages that have an xinetd use flag.

What do you all think?
