Emerge depclean is very reliable in its behaviour. That behaviour is not always what is desired though. When however all packages on the system are consistent with the present USEFLAGS and eachother, depclean does exactly what it should do. The fault is that it asumes that packages have been build with the current environment. Probably what you want is to create static bash gcc binutils etc. stuff like in stage1. With those one can change the c library at hearts content.
