Optional dependence does suggest USE flags, yes. =)

But it might make more sense to have flags describing the functionality
rather than the package they build with; more like "render" and "cursor."

In some cases, it may not make sense to have a flag at all and just
force it one way or the other.

If you could bring up some specific examples, we could discuss them.
