have everything whitelisted for RDEPEND and everything blacklisted for
DEPEND. Additional blacklistings include virtual/modutils for DEPEND.

gnustep-apps/zipper is a frontend to:
app-arch/tar, app-arch/unzip, app-arch/lha, app-arch/unlzx
... so it's safe for RDEPEND only.
