cargo.eclass: Mark GIT_CRATES as pre-inherit
The variable needs to be set before inherit in order for
${CARGO_CRATE_URIS} to be set correctly. Currently all ebuilds using
GIT_CRATES except for one define it pre-inherit anyway, and this makes
it consistent with CRATES.
