dev-vcs/breezy: initial packaging (v3.2.1)

Some notes for this package:
- has huge test suite, around ~30,000. Sadly some of them need
  disabling (0.8%)
- takes ~24 minutes per python target
- installs aliases for old bzr bin names
- anyone can help and improve the ebuild
