dev-perl/Encode-HanConvert: -r bump for EAPI7 + Fixes
- EAPI7
- Convert sed hack to "patch"
- Improve dependencies
- Ensure CFLAGS passed to make/compiler
- Omit "Perl.pm-orig" from install image, as it is an input file for the
build process, not an end-user relevant file.
