dev-perl/DBD-mysql: -r bump for EAPI7 and QA fixes
- EAPI7
- Remove unused 'eutils' inherit
- Unconditionally patch out bad tests
- Ensure CFLAGS passed to make/compiler
- Improve test step documentation
