app-forensics/sleuthkit: bump to 4.6.4

- Add support for dev-db/postgresql via 'postgres' USE flag
- Strip the version in the sleuthkit jar file name when installing
  as per eclass recommendation
- Fix the regex in src_install
  (Buggy version worked fine for previous versions, no user visible breakage)
