dev-ruby/i18n: fix broken tests and add ruby22, ruby23

Backport patch from the 0.7.x series to allow ruby22 and ruby23
keywords.

Fix inconsistently broken tests by using a minitest version that does
not apply random ordering of tests.

Drop ppc keyword due to bug 551722
