sys-auth/sssd: Fix openrc user service crash, udev hook, dependencies

Primary fix is resolving hte crash in oprec user service which was
caused by the PAM sss module. Also missing udev_reload, and drop runtime
dependency on pcsc-it when fido2 support is enabled: The udev rules
are not in that package, but rather libfido2.

Also, remove the machinery that printed all the install warning. Now that
a proper news item has been published, its not needed anymore.

+Subject: [PATCH] src/sss_client/common.c: Use getpwnam_r to avoid clobbering
+ struct passwd
+MIME-Version: 1.0
+Content-Type: text/plain; charset=UTF-8
+Content-Transfer-Encoding: 8bit
+
+If something else uses PAM (like openrc, see
+https://github.com/OpenRC/openrc/pull/984) and getpwnam, and calls
+something like pam_open_session, sssd's call to getpwnam in
+init_sssd_ids clobbers the cached value by the other program.
