media-video/pipewire: fix automagic dependency on libpulse

 * VDB: detected possibly incorrect RDEPEND (media-video/pipewire-1.0.7)
 *                  > media-libs/libpulse
 *                  > media-libs/webrtc-audio-processing

This occurs in libpipewire-module-pulse-tunnel.so, which has a build
system toggle to be created. Add that toggle to the ebuild.
