locale-gen.8: replace MINUS sequences with HYPHEN-MINUS

Presently, the locale-gen(8) groff text contains many "\-" sequences.
Depending on the output medium, troff(1) may render these as "MINUS"
(U+2212) characters which is inappropriate. It is a character that
depicts a mathematical operator, after all. Change all of them to "-" so
that they are rendered as "HYPHEN-MINUS" (U+002D) characters instead.
