locale-gen.8: Reword DESCRIPTION (second paragraph)

Hitherto, the second paragraph of the DESCRIPTION section had claimed
that a "default installation" of Gentoo provides a fully populated
archive. Such a phrase is open to intepretation. One might even deem it
misleading because catalyst prepares stage3 tarballs with an archive
containing only the C.UTF-8 locale, with any further user of
locale-gen(8) being the prerogative of the would-be administrator.

Attempt to improve the wording by alluding to the default behaviour of
locale-gen(8) itself.
