x11-drivers/nvidia-drivers: add note to not stable 580.119.02

Been debating whether should really stable this for a while given
keep seeing new regressions -- haven't kept links for each of them
but the latest one I just seen made me feel like we better skip it.

590.xx is also affected by many of the same issues but was never
going to stable NFB drivers either way.

Nothing is broken to the point where I feel we need to mask though
(unlike 580.105.08), for most anyway. ~testing users having notable
issues may want to downgrade manually back to the stable version.
