dev-lang/rust: disable LTO by default for older Rusts too We have to revbump for bug #949374 anyway so this is a good time to change it. Propagate the change we did in d7f3dfefc2ab978d5d38b50d1e061c4a530d85f8 for older rusts accordingly.
