The Synapse subproject has recently voted to move out of incubation:

The Synapse incubator would like to ask the WS PMC to accept the
Synapse project as a subproject of the WS PMC. Synapse heavily
integrates with other WS projects including Axis2, Axiom, Sandesha,
Rampart.

Following this vote we will ask the Incubator PMC to release us
(assuming it passes!).
