As far as I'm concerned, a vote is on - the vote was started and people
are voting.
If the majority vote +1, the vote would still conceivably pass - if
people think its not
right to vote now and their should be more discussion, I'd assume they
would vote -1
on the current vote, and perhaps we would have another after further
discussion.
But while there can still be discussion as people decide which way to
vote, there is
def a vote occurring.
